POSITION TITLE:  Control Systems Engineer

POSITION SUMMARY   

Control Systems Engineer works in the Control Systems & Services department and part of this areas responsibilities are for sourcing, treatment, storage, and distribution of water. As a Control System Engineer, you will ensure that automation requirements are met or exceeded.  

PRINCIPAL RESPONSIBILITIES 

  • Develop Control Strategy specifications and functionality standards.
  • Learn the basics of an MES or ERP system, such as SAP for daily scheduling, tracking, requisitioning, etc.
  • Refine Control Systems Standards and keep up with current industry trends.
  • Perform integration services: Pump Stations, PRVs and Water Treatment Facilities.
  • Support trades with troubleshooting, calibration, loop tuning and set up of control systems and instrumentation in a process environment.
  • Develop network architectures such as, but not limited to Ethernet, Modbus, Profinet, Genius, Device-net, etc.
  • Act as an on-call stand-by controls engineer on a rolling basis assigned by department leadership.
  • Manage System Integrators assigned to work on our facilities during maintenance.  
  • Participate in external training courses for automation hardware and software platforms, allowing a continual advancement of individual skill set.
  • Capable of understanding a long-term vision for SCADA systems in a remote deployment environment. This should include an expandable architecture for data collection, control capabilities for individual remote nodes, forecasting for site upgrades & facility audits.
  • Capable of creating the proper engineering documents using Auto-Cad software, such as but not limited to P&ID drawings, Networking Architectural Layouts, Electrical Schematics, As Built Drawings, Control Enclosure Layout, etc.
  • Capable of creating logic, per an established standard to satisfy a control strategy, functional description, or control algorithm in an automated process control environment.

QUALIFICATIONS

  • Previous experience in scripting & programming in various development languages and platforms. 
  • Proven experience with troubleshooting of PLC & SCADA applications in a utility system is a plus.
  • Knowledge of Aveva products such as InTouch, System Platform, Historian and Insight is an added advantage.

EDUCATION & EXPERIENCE REQIREMENTS

  • A Bachelor of Science Degree in Computer Science, Electrical Engineering, or other fields of Engineering.
  • A minimum of 2 years’ experience in design and implementation of SCADA and process control systems.

JOB DESCRIPTION: 

  • This position reports directly to a company Vice President and will have responsibilities in business development, proposal writing (scope and fee estimate) and delivery of projects.
  • On Projects the PM will be responsible for managing the project budget, change management, client communication, on the job training of junior engineers, providing direction/oversight/QC of junior engineers’ design work as well as preparation of calculations and drawings for complex projects.  
  • Site visits to ascertain field conditions and/or meet with clients is required but typically is less than 10% of your time. 
  • Project sites are predominantly throughout metropolitan NY & NJ, and in CT.

  • The AutoCAD Operator prepares working plans and detail drawings from rough or detailed sketches and notes for structures, buildings, industrial plants, railroads, bridges and highways, employing structural reinforcing steel, concrete, masonry, wood, and other structural materials.
  • They produce plans and details for erection or demolition of above-mentioned structures with cranes, forklifts, jacking systems and various other construction equipment.

RESPONSIBILITIES:

POSITION TITLE:  Director Engineering: Asset Management & Capital Planning (Position Filled)

HYBRID ROLE:  This role will be on a hybrid schedule (3 days office/2 days remote or another schedule). 

COMPANY:    Our client is a leader in Water Utility.   

SUCCESSION PLAN:

This position is earmarked to replace the current Vice President Engineering and Environmental Services who is going into another role in 3-5 years.

JOB SUMMARY:

Responsible for developing and sustaining an exceptional and centralized asset management program for

the Water Utility Company using recognized best management practices, capital planning & efficiency,

and continual improvement processes.  Make authoritative decisions and recommendations having

significant impact on the capital and maintenance activities of the organization.  Provide overall leadership

to the department to ensure goals are met, the department’s vision is defined, and staff are well cared for

in terms of training, mentoring, and professional growth.  Work closely with other departments and

divisions, and district municipalities, to enhance project and program coordination and to assure that

excellent internal and exteneral customer service is delivered by the department.

 

ESSENTIAL FUNCTIONS:

1.     Provides overall guidance, direction, and control in the functional areas of Engineering, Design & Construction, Maintenance Planning and Delivery, and Water Supply Planning.

2.     Managers Engineering Staff of 16 – their functional responsibilities / titles are: Design, Construction, Planning and Managers.

3.     Current Initiatives: Treatment Plants upgrades, Distribution Systems upgrades and Dam Improvements

4.     Future Initiatives: Lead Service Lines (100+ miles) – replacements, Treatment Plant upgrades and Dam Reengineering.

5.     Some Future / Current Concerns: Supply Chain Issues, Labor Shortage and evaluation of Design / Construction of all Capital Projects.

6.     Current Engineering Budget is about 40 million and that figure will grow quite a bit in 2023.

7.     Provides consistent and strong leadership to departmental employees by adhering to the organization’s values.

8.     Develops a culture fostering teamwork, communication, and collaboration.

9.     Oversees the safety program for the Capital Planning and Delivery Department in order to promote a safe working environment within all areas of responsibility.  Works with staff to enforce contract provisions and Water Utility Company policy related to workplace safety, identify deficiencies in policies and contract language, and work with Water Utility Company Safety Analyst to correct deficiencies.

10. Ensures departmental staff provides and performs exceptional project management for all areas of the organization.

11. Develops and maintains a comprehensive project management manual for the Water Utility Company.

12. Schedules and assigns work and goals for department staff.  Responsible for performance management, including recommendations for changes to salary, performance bonuses, promotions, and training.

13. Encourages staff to regularly take part in Water Research Foundation projects and/or become members of AWWA or CTAWWA committees.

14. Provides a leadership role in, and uses available best management practices of, asset management to develop policies, procedures, capital efficiency, and standards pursuant to the effective operation and maintenance of all Water Utility Company assets, including treatment and distribution facilities; underground assets, administrative facilities, fleet vehicles and equipment, water supply reservoirs and associated facilities.

15. Develops Key Performance Indicators, and other metrics to benchmark and monitor asset management performance.

16. Works with all asset management stakeholders in the development and implementation of a Water Utility Company asset Level of Service Agreement.

17. Leads the administration of a dam safety program; ensures compliance with state and federal regulations; and implements best dam management practices.  Develop and maintain a dam management manual.

18.  Oversees  the Water Utility Company water supply planning, water diversion and wholesale water activities.

19.  Leads the Water Utility Company efforts to reduce non-revenue water, including planning, recommending metrics, and implementing best management practices.

20.  Selects, coordinate and manage the professional services provided by technical consultants.  These technical consultants would be the top 25 Engineering firms that our client uses for their projects.

21.  Develops information necessary to assist rate cases and bond financing.

22.  Ensures that annual capital expenditure goals are realized by regular incremental expenditures.

23.  Provides valuable input as a member of the Capital Management Committee and ensures a close relationship between the department and the Capital Program Control Team.

24.  Provides significant input into the Water Utility Company Capital and Operating budgets.

25.  Develops and manages the department’s operating and capital improvement budgets.

26.  Develops and maintains department budgets for facilities, equipment, supplies and human resources.

27.  Supports the Operations Division in all relevant O&M and capital delivery activities.

28.  Works with all Water Utility Company departments in the continued development and implementation of the Water Utility Company Business Continuity and Incident Management Plans.

29.  Assists in the development and implementation of policies and procedures pursuant to short and long-term facilities master planning, business continuity, and disaster recovery.

JOB QUALIFICATIONS:

Minimum Educational and Professional Requirements:

  • Bachelor’s degree in Civil, Mechanical, or Process Engineering or related field.

Experience/Skills/Abilities:

  • Fifteen or more years of water and/or waste water industry experience in project management, personnel management, department management, and asset management. During the ten years the applicant must show achievement of continual professional growth.

BROAD FUNCTION:

Responsible for implementation, operations, and management of complex enterprise systems, integrating a variety of platforms, operating systems, and applications at client site.


PRINCIPAL RESPONSIBILITES & ACTIVITIES: 

  • Operate complex and diverse technology systems running on Microsoft Operating Systems.  Participate and recommend design alternatives.
  • Design and operate corporate-wide Citrix environment
  • Manage corporate backup policies including the design, daily backup monitoring and reporting, retention policies, and additions as new systems are introduced
  • Support projects by providing backup/snaps as required
  • Support Infrastructure Engineers by performing maintenance duties across VMWare Virtualization, Storage Environments, Data Center Operations and Microsoft Office Operating Systems
  • Manage infrastructure projects including but not limited to Citrix, Microsoft OS and Backup/Recovery

SUMMARY / BROAD FUNCTION

Responsible for enterprise information by determining network and related security requirements; planning, implementing and testing network and security systems; preparing network and related security standards, policies, procedures; and performing associated operational support duties 

PRINCIPAL RESPONSIBILITIES & ACTIVITIES

  • Focused on optimizing network, bandwidth issues and design. 
  • Need to understand security protocols access to design systems (75% Network 25% Security)
  • Need strong Firewall experience
  • Evaluates current network and related security systems to propose and implement network system enhancements on Network Switches, Routers, Internet Firewall Services, VPN and other Network Management devices
  • Defines, designs and implements network and related security solutions. Creates and maintains standard builds/templates

Responsibilities of the Control Systems Engineer

  • Provide technical leadership and mentoring.
  • Assist the Control Systems Engineer and the Electrical Maintenance Group in technical support activities of the SCADA system, including trouble-shooting, calibration, loop tuning and set up of control systems and instrumentation in a process environment.

Requirements of the Controls Engineer

  • Bachelor of Science Degree in Computer Science & Engineering with a minimum of 2 years’ experience programming & development of SCADA & PLC applications using Wonderware / GE controller hardware & software. This will require knowledge of scripting & programming in various development languages and platforms.
  • Minimum of 2 years’ experience troubleshooting capability of all PLC & HMI applications.
  • Acting member of ‘Automation Standards’ group to define programming standards for SCADA / Automation controls development environment.
  • Successful completion of external training courses for automation hardware and software platforms, allowing a continual advancement of individual skill set.

The process Engineer will be responsible for providing process operations review and evaluation in support of Supply Operations goals and objectives. This position is under the general direction of the Manager Technical Services. Assignments may include bench, pilot and full scale evaluations of current and future treatment processes.

Responsibilities of the Process Engineer

  • Conducts and evaluates water treatment process studies through bench, pilot and full scale facilities (surface water treatment plants and well supplies) to determine process modification impacts on water quality, facility operations and overall costs. Prepares clear and concise reports summarizing conclusions and recommendations and presents to upper level management as appropriate.
  • Continuously reviews current water treatment practices and makes recommendations for operating modifications that improve water quality, increase operating flexibility and reduce costs. Sets facility specific targets for coagulation, process operating parameters, etc.

The Database Administrator maintains the internal database of the system as well as the individual applications. The Database Administrator works closely with the System Administrator to carry out and sustain system-wide backups and restores. The Database Administrator will provide maintenance of databases to include the following: backups, disaster recovery, database support (status checks, Oracle critical patch updates).

    Performs Database technical duties to include general backups, restore, updates, testing, debugging, integration and analysis. The specific duties include performing data transfers between operating units and other systems (internal and external), providing user access to data, keeping servers operational, configuring assets to support user needs, troubleshooting assets.     Experience: 


    The incumbent will serve as an Electronic Warfare (EW) systems engineering subject matter expert on one or more EW programs and/or new business capture efforts, with focus on antenna and broadband receiver design.

    Candidates will be responsible for EW system design to include interpretation of requirements, requirements analysis and flowdown, performance analysis, trade studies and analysis.

    Candidate must possess Electronic Warfare technical experience including surface/subsurface direction finding systems. Candidate must be proficient in systems engineering processes. Candidate must be able to facilitate transition of IR&D designs into the EW technical baselines. He should be familiar with the RF COTS based environment and its effect on hardware/software development and system integration.

    This position also involves interfacing with the customer, subcontractors, suppliers, and oversight agencies. Candidate must have excellent communication skills (verbal/written), and should be comfortable with stand-up presentations. Electronic Warfare experience, RF receiver, and new product development experience are required.


    Education: 


    Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 9 years of professional experience; or 7 years of professional experience with a related Masters degree. Considered an emerging authority.


    Required skills:

     

    Candidate must have significant RF design experience to include RF path analysis. Candidate must be intimately familiar with antenna design principles and must have antenna design experience. Candidate must have expertise in EW RF receivers.
